Sadly, seasoned Navy officers have pointed out for years now the deficiencies in training and mentoring in the basics of seamanship and navigation for junior officers, particularly in the Navy's Surface Warfare Officer Basic training course. "Maybe today's Navy is just not good at driving ships" was the headline in Navy Times.

“We do not put a premium on being good mariners,” Hoffman said. “We put a premium on being good inspection takers and admin weenies.” That is retired Navy Captain Rick Hoffman, who commanded two Navy ships.
