Real Test on Real Earthquake, Haryana finds Onsite Earthquake Early Warning System as solution for India on earthquakes

Onsite Earthquake Early Warning System detected earthquake of mild intensity and did not trigger false alarm at Gurugram, Haryana

NEW DELHI, DELHI, INDIA, June 2, 2017 / -- New Delhi, 2nd June 2017:
Haryana Government has find a solution for the early warning of earthquakes for India by testing the Onsite earthquake early warning system installed by M/s Terra Techcom Pvt Ltd in Gurgaon, India. The onsite earthquake warning system detected the earthquake of mild intensity (5) today and did not trigger any false alarm and avoided panic among residents of Haryana Institute of Public Administration, Gurugram, Haryana. This is first ever test of any onsite earthquake early warning system in India on a real earthquake. The Onsite Earthquake early warning system was installed last year in the premises by Haryana Government. Today an earthquake hit the region at 4.25 am with a magnitude of 5 having EPI centre near kharkhauda, district Sonepat, Haryana. The onsite EWS has been developed by GFZ- Geo research Centre, Potsdam, Germany and secty Electronics, Germany.
Shri Bijender Goel, Managing Director, Terra Techcom Pvt. Ltd. said that test and wonderful results delivered by our onsite earthquake early warning system on real earthquake will surely help the Indian authorities to trust on device for not triggering false alarm at low intensities. Mr. Goel also told that we have informed the Haryana Government, National Disaster Management Authority, Ministry of Earth Sciences and Ministry of Home Affairs, government of India about the development.
India’s 60% area is earthquake prone and various research studies and scientific reports have predicted a giant earthquake in Himalayan region in near future. Eastern parts of Haryana along with Delhi lie in Gangetic plain. The most important earthquake which affected Gurugram was in 1960 with magnitude 6.0 with the epic centre between Delhi cantonment and Gurugram. Subsequent traumatic events have occurred in 1803, 1819, 1905, 1924, 1937, 1945, 1949, 1958, 1960, 1966, 1975, 1980 and 1994 during which the intensities level on Richter scale 7 & 9 are believed to have been experienced as indicated by the damage pattern.
In the last decade, towns of Faridabad and Gurugram being proximity of Delhi have grown in major residential-industrial towns whereas the town of Panchkula has emerged as a major residential city of the state and all of them lie in seismic zone 4. As a result of this, an unplanned development which is not corrected and mainstreamed by means of preparedness/ prevention/mitigation measures will pose a greater challenge if an event occurs. The combination of moderate to high hazards, high vulnerability and high exposure results in high level of disaster risk. Keeping this in mind, Capt. Abhimanyu Singh, Minister for Revenue and Disaster Management, Government of Haryana Government under the visionary leadership of Shri Manohar lal Khattar, Chief Minister, Haryana has taken this visionary and bold initiative by installing onsite earthquake early warning system first time in India for the safety of people and infrastructure.

The National Disaster Management Act 2005 has made mandatory provisions “To set up, maintain, review and upgrade the mechanism for early warning and dissemination of proper information to public” under serial no. 30 of Chapter IV at clause “xiv”. The National Disaster Management Authority (NDMA) has already issued guidelines April 2015 to various departments/ Ministries in Government of India at S.No. 5 of the guidelines under heading “Preparedness” at clause 5.11 for “EOC/communication/ early warning”. All State and Disaster Management Authorities are bound to follow the National Disaster Management Act 2005. The Hon’ble Supreme Court has also directed NDMA recently to ensure for total preparedness on disasters vide its judgment dated 8th May 2017 while disposing off Writ Petition (Civil) no. 823 of 2013.
“It is right time for the authorities to implement all guidelines for the safety of the nation”, appealed Mr. Goel.
